IMHO, the problem is the reverse of that – the application service pack 2 installers won’t install on an Sp3 system (they wouldn’t install correctly on an Sp1 system either, making the KA referenced below a joke, but that’s another story). I would not expect an SP to ARS to look at everything else on the server beyond the ARS core. The individual app installers do, because they depend on ARS core modules, but the inverse is not true.
