You can use HPD:IncidentInterface_Create but workflow might need some modification as i am not sure if all workflow are firing on MERGE Or you can stage the data from Excel to a staging form and write escalation to pushe one by one to HPD:IncidentInterface_Create it will crerate incident for you.
