You can also feed data into remedy from csv as per your option 2 as well. Have some kind of script to get the new/changed records from AD into a csv. Have the csv saved into a specific directory in remedy server. Then you can write a small shell script to import that data into remedy staging forms using arimport command line utility. You can make this shell script part of cronjob if you want to automate this task.
Other option is if you can get the AD data somehow into a database then you can have remedy view forms and workflow to query that data and import into remedy staging form.
