I agree on your findings. In my previous organization we had Analytics and Dashboards. No matter how many OOTB reports or Dashboards that BMC has provided, our users always found something that is missing in OOTB reports. Something that is important for their day to day tasks. May be it is a new field, formatting or grouping etc... The actual OOTB reports usage as it is less than 5%. But OOTB reports will tell you what is possible by web reporting, analytics, dashboards as a product. Most of the times we end up creating our own reports some times completely new and sometimes build upon an existing OOTB report.
