Try removing the licenses from their people form record and then add the
users back in.  You could also try adding more user licenses temporarily.
Once you get the users back in you could remove the extra licenses.

They are correct in the CTM:People Permissions Group form, but when I try to
put them back in the User form, they tell me there are not enough licenses.

How did you delete the permissions? Are the records deleted from CTM People
permission groups form?
