You should be able to build an administrator console that has a dynamic menu (data dictionary I believe) listing the forms so that you could provide access to all forms that way via workflow and restrict it via normal group permissions.

I can export ARX files from MT now that I realize I forgot to change the destination from Screen to File. Rookie mistake but on all my previous engagements we were not using MT very much at all and I used the WUT for everything myself.
