I know Bikash Da personally and he is a very kind hearted and helpful person.

My comments:
Unfortunately, this is a common practice in India for helpless people 
(irrespective of where are you from). I don't think Doctor targeted him bcos he 
is from Assam. He would have done it for any one else as well.
 
I agree with Bikash Da that if some one comes in Bangalore and contact local 
Assamaese people here, that will certainly make a difference in getting the 
right service at the right price.
 
No matter what's the circumstances, we should refrain from using this kind of 
wording.
