Since you are quoting from the VTAM programming manual text, you need to
direct your question to a VTAM developer.
I would be entitled to say "I haven't a clue!" which is fairly close to the
truth.
Ever since I heard my colleagues on my first "teleprocessing" project
(BTAM-based, circa 1969) talking about the probably MVT (maybe also MFT)
"stage 3 exit effector", I've tried to keep away from such matters -
although I was once manoeuvred into needing to code up a channel-end
appendage performing track capacity calculations for literally OEM DASD -
wet-thumbs-stroking-lapels time!

Is this accomplished as simply as by inserting the RB in a
suitable position in the RB queue? Is this facility GUPI?
