I am repeating the references John McKown gave you with titles:

"3270 Data Stream Programming"

http://www.tommysprinkle.com/mvs/P3270/start.htm

This looks like a handy - second-hand - description and even includes how to
communicate using macros for use with TSO as your "application-enabling
environment".

The first-hand descriptions are in the "3174 Establishment Controller
Functional Description" manual I mentioned before and the next manual John
gave you:

3270 Information Display System Data Stream Programmer's Reference

http://publibz.boulder.ibm.com/cgi-bin/bookmgr_OS390/BOOKS/CN7P4000/

ISPF:

Interactive System Productivity Facility (ISPF) Dialog Developer's Guide and
Reference

http://publibz.boulder.ibm.com/cgi-bin/bookmgr_OS390/BOOKS/ISPZDG90/

CICS BMS:

CICS Transaction Server for z/OS Application Programming Guide

Chapter 6, "6.0 Basic Mapping Support (BMS)"

http://publibz.boulder.ibm.com/cgi-bin/bookmgr_OS390/BOOKS/DFHP3C00/6.0

Section 4.4, "The 3270 family of terminals"

http://publibz.boulder.ibm.com/cgi-bin/bookmgr_OS390/BOOKS/DFHP3C00/4.4

Note that the URL John gave is for CICS Transaction Server V3R2 while the
latest is V4R2 - AFAIK - but I don't expect that will be important.

For "raw" understanding of the 3270 data stream, you might want to start
here:
http://www.tommysprinkle.com/mvs/P3270/start.htm

IBM Reference manual here:
http://publibz.boulder.ibm.com/cgi-bin/bookmgr_OS390/BOOKS/CN7P4000/CCONTENTS?DT=19920626112004

The basic REXX language itself does not have any 3270 display
capability. If in TSO, use ISPF Display Manager. If in CICS, use BMS. I
don't personally have any knowledge about other ways to do 3270 display
in REXX, though there likely are.
