You "surprise yourself" later with your references to, for example, the
OSA/ICC! The objective of the OSA/ICC is to present the *appearance* of the
"non-SNA 3270 display" - and printer, should that also be of interest. Thus,
given that I expect there are very many OSA/ICC features "in active use",
There must surely be very many "non-SNA 3270 displays", logically speaking,
"in active use".
Most users of 3720 today use TN3270. Which requires VTAM as best as I can
tell. Well, at least in z/OS.
Whether or not you use VTAM depends on the "application" in communication
with the, these days, 3270 emulator workstation. If you want to use TSO,
VTAM it must be. In spite of the "rush" to IP-based "solutions", I believe,
if the end-user is a 3270 emulator workstation, CICS, IMS and NetView also
require VTAM.
In all these cases the application subsystem provides the SNA primary LU and
whatever supports the communication with the 3270 emulator workstation,
whether the emulator program directly, some SNA-oriented TELNET server -
which includes flavours which support the 3270 data stream, or VTAM
supporting a LOCAL statement, providing the SNA secondary LU.
Note that "console support" doesn't require VTAM.
I guess you could run z/OS under z/VM and "dial" into z/OS to present a
non-SNA 3270 device. Or maybe via an ICC or Visara type controller ...
Well, you got there! In other words, the OSA/ICC, or some equipment
providing closely similar function, is the most likely implementation for
what I assume you have in mind.

Strictly a *non-SNA* local 3174 controller on the "upstream" side and
TN3270E on the "downstream" side.

Seeing a how BTAM is no longer available (can't order it), how do you
use UNIT=device? Oh, EXCP? Burr! That is definitely not for a beginner.
