In this case, there was a USING *,R12 at the beginning of the csect and the target was 000000A0 into the csect, well within the 4 KiB limit. WAD.

And of course the branch is not relative for BCTG, but is resolved via a USING statement with an appropriate base register, or via the implicit "USING 0,0" which will trigger a helpful warning if the option FLAG(PAGE0) is used.
