In this case, the effect is to prevent the mail.

I wanted to leave damping on, and this action would merely be a work around. 
The issues is that, at the moemnt, there does not seem to be a proper way to 
get the mail through.

Can't. The ISP is big enough that it has many IPs for its server farm.
