Everything here suggests to me that it is DNS related- I would put the RBL
and SPF timeouts to one second. This will at least rule out if there is
something wrong with the dns library install. I would then use nslookup to
test the dns server to see if you can get to the servers specified by your
RBL service providers list.

Please note that there are some bugs in the BIND 8.1-REL nameserver
that can cause it to dump core when receiving certain dynamic updates,
so if you have problems using Net::DNS that might be the cause.

SPF uses Net::DNS, can't tell for RPL but I'm guessing it does. I'd grab
http://search.cpan.org/dist/Net-DNS/demo/perldig and do a couple of
addresses.

In our network at work we can't query any dns server that aren't our
(anti-spoofing I guess).
