I only see timeout options for DNSBL (RBL), which defaults at 1 second.  
I don't see a similar option for SPF settings.

Yep, one of [Mail::SPF::Query]'s prerequisites is [Net::DNS].

RBL queries are running fine now.  The issue now solely lies with SPF.
