I have.  It tells me that after 45 seconds the connection times out on 
this problem install.  On my other (1.2.6) install I get SPF queries 
done in under 1 second.

Everything leads me to believe it is associated with DNS latency, and/or 
possibly filtering.  Although the 45 second time-out seems a bit much 
for latency, so I'm more inclined to think that is attributed to 
firewall/filtering at some point in the network at the moment.

Maybe someday soon.  :-)   I'm sure in the end this will make for a good 
FAQ or similar for the Wiki.  Things like this are always fun when you 
don't "own" the network.
