Did you hit apply in the web interface? Could you post an example from the ASSP maillog showing the delaying? Click "Changed defaults" on the bottom left of the admin interface and see what 'EnableDelaying' is set to. Also if the messages are coming from an automated system try adding the sending address to the 'No Delaying Spam-Lover' field.
