If you're going to be running on windows take a look at MailEnable.
It's not Open Source but they do have a free version that includes 
POP3/SMTP for unlimited users/domains.
Even the Pro version is only 240$(USD) for unlimited users/domains and 
that includes IMAP, Webmail, and a few other features.

(No I'm not getting paid for that, I'm just impressed with their 
product, very easy to use and configure.)

If you're going to run on linux I second the Postfix/Dovecot 
recommendation.
