It sounds like your users did not authenticate against the mailserver
(SMTP-Auth only without TLS). Then they will be able to send to local
users on your mailserver some minutes after the first try.

How did you protect your mailserver for beeing an open relay, before
you tried ASSP?

SMTP-auth will work on port 25 as well. If your clients connect from
known IP Adresses, you can add them to assp to alow relaying for them.
