That does not necessary mean it. The best solution is a mailserver
which can be configured to accept 
authenticated and trusted IP only. The only trusted IP would be ASSP. 
I do not understand why you need an additional AV scanning in place.
The user submit their messages to the mailserver which routes *all*
messages through ASSP to a SMTP-Relay. Messages for local domains are
routed back to the mailserver, messages for  remote domains are going
out to the internet.

It is wrong and not necessary.
