This is just an example of how the English language is different in various parts of the world. "Divided by a Common Language" by Christopher Davies is a fun book that describes hundreds of differences in British and American English. I don't know if there's something similar for English in India.
I'm thinking that in Indian English, a "doubt" is asked when the person lacks knowledge of the subject--a simple question, whereas a "question" could be a challenge.
