POE is more complex than that. The power is on the data pins and there
is some form of signaling between the switch and the device that happens
before power is sent over the line to ensure the device is POE ready.

BTW, there are a lot of different POE switches available now. Linksys
has 4, 8, and 24 port versions which are priced quite reasonable.
