Lists countries which take emergency calls on all phones, not just GSM.
Maybe someone should add a list of countries that doesn't support 112 on
GSM phones and/or countries that do.

Any emergency numbers carriers tell the phone about can be dialled if
the keypad is locked, not just 112.
