Hello Stephane,
The behaviour that you describe here is the old 911 behaviour and I
don't think that is used anymore. E911 is the new standard and in E911
the caller can disconnect the call. Proper callerdID is displayed to the
911 operator and therefore the 911 operator can call back.

Actually, I think the line doesn't disconnect at all, the 911 agent have
complete control of the local line when you call 911.
