I don't think the SIM would matter, in fact you used to be able to dial
112 in Australia without a SIM in GSM handsets, however due to the level
of prank calls they have since blocked/disabled SIM-less emergency calls.

GSM phones download localised settings from the GSM network/tower they
connect to, apart from emergency numbers this includes things like the
prefix needed to dial international numbers replacing the '+', current
time/time zone etc, what the handsets gets/uses depends on the handset +
whatever the carrier is broadcasting to them.

If you would like to see a number adopted internationally perhaps you
should annoy the carriers in question into supporting something that is
part of the GSM standard already like someone is sort of doing in South
Africa:
