What you might look into is this:

Convert their main number to a Bell Single Number Reach
Keep their second line (doesn't matter what the number is since it won't

be published). Have it converted to a 1FL with no call waiting, 
voicemail or call forward0
Increase the number of PSTNs on the Single Number Reach service to 5
calls
Set up the Single Number Reach to try the analog line that used to be 
the second line
Set up the Single Number Reach to ring the VoIP circuits if the 2nd line

is busy.
