My /etc/zaptel.conf was also overwritten on reboot until I copied it to the root of my keydisk. I then edited it and rebooted and it stayed put (I think Astlinux checks here for some important files when it boots and if it doesn't find them, it creates new ones). After this, I uncommented the line in /etc/rc.conf 'ZAPMODS="wctdm"' which tells Astlinux to load the card drivers on startup ("wctdm" is appropriate for my card - your card will, I think, need different drivers). After this, I rebooted and then ran zttools to check the cards and modules were properly loaded.
My version of Astlinux is 0.4 so some things may be different from the version you're using.
