instead of making a database request for a voicemail record, it makes a 
url request. The webserver responds with the appropriate data. So, for 
example, you can add a new voicemail box without having to reload 
app_voicemail.so. Or, you can remove a voicemail box. All the passwords 
are updated via the web server, so there is no need to update / write to 
the voicemail.conf file
