NODHCP is working for me...

with

INTIF="eth1"
INT2IF="eth2"

NODHCP="eth2"

$ cat /etc/dnsmasq.conf
...
# DHCP disabled on eth2
except-interface=eth2
...

This assumes that /mnt/kd/dnsmasq.conf does not exist, otherwise that  
would disable auto generation of dnsmasq.conf.
