The short answer is yes, a blind person can use Windows 8 or 8.1.  I hear
that Windows 9 is supposed to be out soon, so you might want to wait.
Windows 8 is like Windows ME and Vista, they all had their problems.

I know this is probably already been answered but at the time I wasn't
interested in knowing; however, now I do need to know from someone who has
used the program. We are going to need to get a new computer; the one that
we are now using is on it's last legs. What I want to know is does Windows 8
truly work for a totally blind person? I know from what I have heard that it
is different from Windows 7. But can you learned? Can you use it like you
would Windows 7? Any feedback Will be greatly appreciated!
