although there is a learning curve, Windows 8.1 is accessible with Jaws 15.

Judy: Dr. Bill Carnegey, who works for job accommodations, teaching the
blind and visually impaired computer skills, told me that windows
8 is not jaws friendly, and the blind and visually impaired will have a hard
time using it.
