What good would that do?

To make a short process of this, can I append the archive date range at 
the end of the URN; as shown below:

<feed …>
  <fh:archive />
  <id>urn:issn:1234-567X#2008-01</id>
</feed>

That would create a unique, non‐changing ID for each of the individual 
feeds. I am not sure whether it violates the URN structure or the 
urn:issn specification though.
