Well, if we expect that many content providers will consider the content model of atom:id elements to be "IRI with optional surrounding white space" then we define the content model accordingly. Hardcoding "We know many people will ignore this, but the content model is 'IRI *without* optional sourrounding white space'" doesn't make any sense.
