It doesn’t. For resource creation this specification only defines cases where the POST body has an Atom Entry entity declared as an Atom media type ("application/atom+xml"), or a non-Atom entity declared as a non-Atom media type. It does not specify any request semantics or server behavior in the case where the POSTed media-type is "application/atom+xml" but the body is something other than an Atom Entry.
