You understand that items with & are menu items, and & marks the
accelerator key. To be useful, no key should be re-used within one menu.
The messages in Audacity.pot generally follow the sequence that they appear
in the source code, but it may not be clear from audacity.pot where one
menu starts and another ends. In future we might figure out a way to make
that clearer in the hint comments, or better perhaps, make use of the
two-part keying of messages that the gettext tools allow, by msgid plus
"context".
