Are you running iOS 10? I've heard that it has a screen brightness bug.
If you are trying to turn off the screen because you can't see it, just use the screen curtain. You toggle it on and off with a three finger triple tap. When the screen curtain is on, the screen's backlight is off.
I just leave my phone set to automatic brightness for those times when I'm getting sighted help, and have the screen curtain turned off. Otherwise, most of the time the screen curtain is turned on, since having the screen lighted serves no purpose when I'm the one using the phone.
