I wouldn't say that CCleaner is particularly safe if you don't know what your doing.  It's a bit tricky to use with a screen reader, and many of the options aren't super obvious just by their names, so it can be easy to do things by accident, and you could easily lose important saved passwords/addresses or actually make finding things on your computer harder or browsing files/webpages slower for a time.
Basically, you need to understand that CCleaner is not just a regular maintenance tool, but also has the capability to wipe allot of your custom data so that you can for instance, hand down your laptop to a family member without having to reinstall Windows.
With reset being an option in Windows 10 though, I personally don't really see why anyone wouldn't just do that instead in such a case.


Thankfully it has warning messages for all of the most dangerous options, and the help articles on Piriform's site are pretty good at explaining each thing.
Just remember that if a button doesn't specifically say it's checked, that means it's unchecked, and that it's actually best to press space on each main category twice (or at least until you get a warning) in the custom clean view, then go through and press space on any option within that category that you actually don't want.
I know that sounds confusing, but after a while you'll understand what I mean.  Just always remember to double check the list of found data after analyzing before starting the cleaning process.


Two more things to keep in mind.  When it's done cleaning, it's almost certainly going to stop working with your screen reader until you exit the window and then come back in, and that you should always download the slim or portable version to avoid extra programs being installed with CCleaner.
