As a follow-up, I noticed a typo in my original post: the stock switching supply for the SB3 says that its rated output is 2 Amps, 1.5V. I metered the Elpac for a much longer time and noticed that although it's supposed to supply 1.5V nominal, in fact it was often yielding only 1.39-1.44V - certainly not nominal, more than 10% below specs. I'll have to get another unit from Allied and see if that does a better job. (Or build one...)
