Sounds like it, yeah.  But frankly I don't see the point.  Even if you
can get rid of the input jitter, you're going to inject more again in
the reclocker and its connection to the DAC, particularly if you're
using S/PDIF.  What makes more sense to me is to put the DAC in the
same box as the reclocker... or, even better, to have the DAC pull data
from a local asynchronous buffer and clock it out using a low jitter
fixed frequency local oscillator.

There's a device you might of heard of that uses that second trick. 
It's called a "squeezebox".
