Yes = the N stays the same but the S goes down. Much more importantly
(given that noise is usually pretty low anyway in modern equipment),
the available dynamic range is reduced, so the difference between the
loudest and quietest sounds is reduced. In practical terms for red book
audio, keeping above 80 retains a good enough dynamic range for critical
listening IMO.
