It actually probably DOES decrease jitter. An aluminum top plate like that will support surface acoustic waves, these reflect off the edges and create standing waves. This gives rise to fairly high Q resonances in the audio range (the infamous "rings like a bell"). The vibrations from these resonances WILL increase the jitter of any crystal oscillators in the box. Putting a complex engraving on the surface causes the surface acoustic waves to bounce around in all different directions, thus breaking up the standing waves and preventing the resonances from happening, thus lowering the jitter of the oscillators.
