Yup. That's my belief as well... It's basically a 1-port hub with better electronics, less noise, and better/cleaner power supply. So long as the USB port provides data errorlessly and adequately to the Regen, it should be fine. If the Regen works well to clean the signal and noise, then shouldn't it at least somewhat "level the playing field" between different USB ports?
