I've found that I had suggested you to disable HINOTIFY and EXPORT.
How is your configuration?
I don't know why you enable HINOTIFY.

What filesystem-type of your /xino?
While I guess you would execute chroot/switchroot or something after
this mount, did you move /xino too?

I am afraid you are misunderstanding serial/net-console.
They are for just getting logs. In other word, redirect-out.
For example,
- enable serial console on your kernel
- add a kernel parameter, like console=...
- connect a serial line
- on remote machine, execute 'cu -l /dev/ttyS0 ... | tee /tmp/log'
- then you will get log remotely.
