Probably not deliberately.
I think the 'GFA cabal' of 194? had high but unrealistic hopes. Historically, the regulatory function was the one that HAD to be done and could not be ignored (without asserting that it has always been done well, or that fashions in regulation haven't changed with the years) so I believe it has come to dominate the GFA as an organisation. I believe that it cannot ever successfully be both a regulator and promoter. The people needed to do the two tasks well are so different.
Robert has ignored most of what I said but I meant all of it. Why doesn't Soaring Qld set up its own organisation to promote soaring? One expert body in promotion in Australia would have an inspirational and exemplary role with the other States. Why do all the States need to be equally represented on the GFA? It stops people with promotional and organisational skills (like Ralph) from being elected.
If democracy means anything, it means removing gerrymanders and other blocks on progress. As the booming Sate, Queensland is the only one that might successfully go it alone and doesn't need the crutch of guaranteed seats around the GFA table.
I'm not sure that you and I would differ much on the best way of regulating gliding or on the level of regulation needed but I'm not interested in pursuing that rabbit right now. What I do believe is that the GFA's two functions will probably not be well done while a single organisation, further constrained by State rivalries and insecurities, tries to do both.
And I can't stand mindless slagging of individuals when the problems they face are structural and inherited from several generations ago.
