Aviate, Navigate, Communicate.

The rulemakers are conscious of creating impositions on cockpit workload
which will detract from the safe conduct of the flight.

If you are able to make these calls without compromising safety, you
*must* make them.  Yes, they're recommended, but there's another bit
in the regs which says you have an obligation to take actions which
aid and promote the safe conduct of your operations, and these calls
are deemed to fall into that bin.

Come on, people, this isn't complicated.  Use your judgement and make
the calls when you can.  If your cockpit workload is too high and you
miss them nobody will get upset, but if you're snoozing around a perfectly
normal circuit there's an expection that you'll make the calls.

Sheesh.
