I agree with John's final line.
 
What's so onerous about these "new" procedures.
 
They are no different to what has previously applied where I fly  .... from the Tocumwal CTAF .... and they work well there, whether it is quiet or the circuit is busy/chockers.
 
I think that the key point is that 3 calls are not mandatory, so if it is quiet just call downwind and maybe base ............ but if there are students in the circuit + a couple of returning X-country Sailplanes on low final glide for straight in approaches, + a couple of GA's or Ultralights within the CTAF 10 kms, then call all three.
 
It seems like it is both a common sense and good airmanship procedure to me.

If mandatory, the carriage of radio would also be mandatory, as you
can't make a call if you don't have a radio.
I guess the calls ARE mandatory at the CTAF(R) 'dromes.
What is so hard about making calls anyway ?
