It is a fact that the overwhelming majority of the world's glider pilots have never done a low tow. Ever.

This is not to say they are right and we are wrong. But it is just possible that some of us consider high tow dangerous simply because we so rarely do it.

Most of the aerotows I do in my own glider are in high tow. There are two reasons - first, I have a (perhaps irrational) belief that it is more efficient to be directly behind the tug instead of being below it - and second, if I ever want to fly a glider in another country I will be in high tow, regardless of the conditions.

I'm with Adam, I prefer high tow, as does much of the rest of the World.
I have encountered tug pilots who state categorically that high tow is
illegal, but most are quite comfortable with it. I have searched the various
GFA Ops Manuals, but can find no definitive statement that low tow is
mandatory. Can anyone point me to a clear directive on this issue, or is it
a matter for the individual?

As far as I know its up to the club and the tug pilot. I believe all the
WA clubs are mandatory low tow.

IMO there are some days when high tow is just too dangerous to consider.
