I agree that the 2nd signature after rigging a glider requirement is a bit onerous, bit maybe not stupid. Don't you think that the number of assembly mistakes justifies getting someone else to check things over. I am more comfortable having someone else to check things over. The fact that you then ask them to sign something tends to make them more thorough.
