Mate, if you are that uncertain and can find someone else dumb enough
to sign, go for it. Nobody EVER had a prohibition on doing this. The
objection is to making it compulsory.
Whatever happened to doing a proper control check before getting in?
If you routinely operate alone you could even make some external
temporary control locks so you can do a positive control check yourself.
We've had two accidents here where ailerons were hooked up backwards
and in both cases at least 3 maintainers/pilots should have checked
this. I once stopped another Libelle in New Zealand from taking off
in this state.
Clearly the Form 2, DI and pre cockpit entry and pre takeoff checks
were not being done properly. I suspect in many cases they still aren't.
As for the bloke with the motorglider, he clearly didn't check
properly did he? Maybe he was distracted by one or more of the other
pilots milling around when he was rigging? This is quite common at
gliding operations where the concept of staying away and not
bothering someone who is busy rigging or doing a DI seems foreign.
For years I operated a motorglider out of a GA airport and the REALLY
nice thing was that NOBODY EVER tried to interrupt me when rigging
and inspecting. Now have a think about what would have happened if
the second bloke missed the problem, signed the piece of paper and
the motorglider pilot was killed. I'd hate to be in that position
even if I knew I had checked properly. It might be years before you
were off the hook.
If you have Wedekind safety couplings I'd NEVER let anyone else
inspect them after I had hooked them up and checked them myself. A
proper inspection of a l'otelier coupling involves visually checking
and also putting load on it. Too easy for someone who isn't totally
familiar to uncouple it. Then you have to check again yourself. Where
does that leave the second signature bloke? He may have gone before
you do that.
With powered aircraft, amongst other things, is essential to check
the fuel and oil before takeoff. The consequences can be the same as
not hooking up controls(death and injury and equipment wrecked).
There is no requirement for a second signature.
Really, don't we get enough nanny/surveillance state already? This
sort of thing makes it difficult when trying to argue against
officialdom imposing stupid requirements.

Don't you think that the number of assembly mistakes justifies
getting someone else to check things over. I am more comfortable
having someone else to check things over. The fact that you then
ask them to sign something tends to make them more thorough.

I contend that ASIC Cards are an unnecessary impost, particularly
in the light that a risk assessment (in my view) would determine a
very low or negligible effective deterrent against terrorist or
subversive intentions; I frankly resent the implication that we,
who are properly identified during training & work hard to gain our
qualifications, then are required to submit to further ID checks
with the dubious privilege of paying for same.
