There used to be (maybe still are) Australian National records flown anywhere 
by Australian national - not sure if they have to be citizens or just permanent 
residents - and Australian local records flown in Australia by any pilot. Most 
of these happen to coincide, being flown in Australia by an Australian.

George Vakkur was/is an Australian, but flew his record in the US.
