Yes, but…

I was down the beach the other day and watched someone using FPV
glasses and a waterproof quadcopter, launch it, fly it over the sea
and then track a surfer along a wave. The copter then was flown back
to the beach where it hovered, close to motionless, over the beach.
The operator then removed the glasses, turned around to see where the
thing was flying and picked it up out of the air.

There are other FPV aircraft systems which have a "panic" function. If
the system loses the signal from the controller, it returns the
aircraft to a pre-designated spot and it either circles or hovers
until the control signal is picked up again. From memory, the entire
system of inertial guidance platform, transmitter, receiver, glasses
etc was under $400.

Toys… well yes, buy folk like NASA would have paid an awful lot of
money 30 years ago for something a fraction this sophisticated.
